I’m Janet, also known as Rose on Substack. I created Foster Clarity Now™ after years of lived experience as a foster parent, adoptive parent, and child welfare advocate navigating high-needs placements, service gaps, documentation breakdowns, and system accountability issues.

I learned the hard way that in child welfare, memory is not enough. Good intentions are not enough. Even love is not always enough when the record is incomplete, unclear, or wrong.

That is why this work is built around one core belief:
